The book “Regulating Unmanned Vessels – Emerging Solutions” has been released by Informa Law from Routledge. The book is co-edited byZuzanna Pepłowska-Dąbrowska, PhD and Prof. Igor Vio.
Božena Bulum, PhD in collaboration with Assoc. Prof. Marija Pijaca contributed to this collective volume with the chapter, “MASS and STCW-emerging problem with reference to seafarers.”
Consisting of four parts, the book opens with chapters describing the most recent developments at the forums of international organizations. The second part contains chapters that elaborate on specific issues arising from work done at international organizations, providing some solutions to emerging questions, including topics of the UNCLOS genuine link requirement for the Remote Operations Centres (ROCs), safety and security issues, seafarers training, master of the MASS and environmental aspects. The third part concerns liability and insurance issues. The fourth part gathers chapters that comment upon different issues related to Artificial Intelligence (AI) in control of the MASS.
The book is the outcome of a colloquium organized at the Inter-University Centre in Dubrovnik in September 2024.
Prof. Massimiliano Musi, in the foreword, wrote the following: “Indeed, the world of shipping and regulations that govern it are one of the most“conservative” sectors of law and commerce, relying on concepts and figures that have remained almost entirely unchanged over the centuries, such as bill of lading, general averages, charterparties, limitation of liability, the captain and the crew. And it is precisely, the progressive vanishing of the crew and thus of the human element onboard that, at least in appearance, ends up having a rather disruptive role in established patterns, risking generating considerable uncertainty…And this is the real challenge that, among others, scholars, professionals, and, more generally, legal practitioners are called upon to face: to reshape, where necessary, the traditional schemes to which we are accustomed, to accommodate the new that is inexorably advancing.”
